SUGGESTIONS TO ENABLE SOLAR ENERGY DEPLOYMENT

Bermuda has long been blessed with abundant sunshine, yet the island remains heavily reliant on imported fossil fuels for energy. The Integrated Resource Plan (IRP) sets ambitious goals to transition Bermuda toward renewable energy, and solar power is pivotal in this shift. However, significant hurdles hinder the widespread adoption of solar energy. To overcome these challenges, we must embrace the recommendations that address these barriers. Together, these measures can inspire action, drive investment, and ensure Bermuda’s energy future is sustainable, resilient, and equitable.


Unlocking Opportunities with the Regulatory Authority of Bermuda (RA)

The Regulatory Authority plays a crucial role in shaping Bermuda’s renewable energy landscape. However, the lack of a stable long-term feed-in tariff for exported solar energy deters investment. By implementing a fair and consistent tariff system, we can encourage sustained development and participation in solar energy projects.


The disparity in facilities charges between standard and solar customers must also be addressed. A tiered or consumption-based facilities charge would promote energy efficiency and ensure affordability for low-income households, fostering greater equity in energy access.


Restrictions on connectivity across boundary lines and the regressive anti-wheeling clause further stymie innovation. Updating the Electricity Act to allow cross-boundary connectivity and permitting solar customers to sell excess power would enable community solar projects and enhance financial returns for solar adopters.


Finally, transparent communication about renewable energy progress is essential. Providing detailed, consumer-friendly updates on renewable energy penetration will empower the public to engage actively in achieving IRP goals.



Streamlining Processes with the Department of Planning

The Department of Planning (DoP) must prioritize energy efficiency and future-proofing in new developments. Mandating energy-efficient features like LED lighting and high SEER-rated AC units, as well as requiring solar PV-ready infrastructure, will reduce long-term costs and simplify solar adoption.


Delays in the planning process for solar projects hinder progress. Ensuring timely completion of planning applications and exempting solar projects from unnecessary DAP1 requirements will accelerate deployment. Additionally, introducing a “Competent Persons” program for licensed solar installers can reduce bureaucracy while maintaining quality standards.


Lowering high fees for planning revisions will encourage innovation and optimization in solar projects, making it easier for Bermudians to invest in renewable energy.




Strengthening Policy with the Department of Energy

Large-scale solar projects, or Independent Power Producers (IPPs), are vital for achieving IRP goals. Policies that incentivize and fast-track these projects will expand Bermuda’s renewable energy capacity and reduce reliance on fossil fuels.


The abrupt termination of government rebates has disrupted the solar market. Transitioning to a phased rebate reduction with clear timelines will provide stability and encourage continued investment. Transparent updates about rebate availability will further ensure equitable access and informed decision-making.


Affordable and standardized solar financing options are critical to widespread adoption. By collaborating with financial institutions to develop simple loan structures, we can make solar installations accessible to more Bermudians.


Finally, establishing a stable regulatory environment and streamlining grid connection processes will build investor confidence and expedite solar deployment.
